false advertising question

hello i worked for an hvac co. in pa and they were a member of the airtime 500, my question is, does false advertising include having a website that says all technicians are epa certified and registered and follow all epa rules and regulations if only 1 of the techs of the 4 are actually certified and all of the techs MUST let the refrigerant into the atmosphere and when we ask about getting certified like we were promised when we got hired the owner tells us it is not a nescessity that he has had his epa since it was mandated and he has never been asked to see it by anyone, also if he sells a new ac system and indoor coil doesnt fit on top of furnace so he takes one out of the shop that is old and used and spray paints it silver so it looks new and homeowner will not say anything kinda sounds like a problem here if you ask me, please let me know if anyone knows of the right thing to do with this situation,  thank you
